no need to use "the" before  "part".

1 "... on the bridge"  ——这个可以接受，不过用A 也可以吧！
2 Upstairs someone is watching you in the scenery" ——根据原文中的这句意思，看风景的人可以考虑观光客，游客来代替，单独用个SOMEONE来代替看风景的人似乎不合适，请看Upstairs someone 这个someone可以是看风景的人，也可以是其他的人，一般要是游客是来看风景的，SOMEONE涵盖面广了些，不等给“看风景的人”定位。

比如前两句，可以用现在进行时态，可以用过去时态，
后两句  可以用一般现在时态，也可以用过去时态，

我昨琢磨了好久，最后选择前两句用现在进行时态，但还是有些犹豫
请老师给点一下
